There is no way Urquidy is throwing 95 mph. That pitch looks nothing more than 91-92, it is just painting edges. The current Hawkeye technology is either more accurate today, which means the old JUGGS gun was underestimating mph, or the current measurements are picking up the ball in a much different location from the hand to the catcher's glove, which is adding three to four mph.
I do remember that the old JUGGS gun had a tendency to add mph on to high pitches rather than low pitches.
