Ok, so the guy will not submit a ballot technically allowing Mo to still go in unanimously.
Hall of Fame Voter Decides Not to Submit Ballot Instead of Voting Against Mariano Rivera
Bill Ballou of the Telegram & Gazette has decided not to submit a Hall of Fame ballot, which still allows all-time saves leader Mariano Rivera to possibly earn a unanimous election to Cooperstown. The decision to abstain from the vote does not spoil Rivera's chances of unanimity. A blank ballot submitted would ruin his chances.

Mo Mussina Bonds Clemens Halladay McGriff Edgar Ramirez Schilling Ive been on the fence about McGriff and talked myself into him earlier in the voting process and then out of him lately when all considered. I couldnt put him ahead of Rolen or Helton, who I think were better players on the whole even though McGriff is great and probably deserving. I know hes in his last year on the ballot so I considered, should he be put on because of that and wait to include a Rolen or Helton bc they have many more years left but then thought that if everyone took that approach (taking to logical extreme) one of those guys would potentially fall below the threshold and fall off.

Mo Moose Edgar Halladay
And I hesitated a bit on Mussina. I haven’t gotten past the PEDs issue...I tried, but then I rembered what it felt like to lose to cheaters...
Maybe if they had a “dog house” area for them, with dim lights and and a skanky odor, I could move myself to appreciate their “accomplishments”...

Yea I think hes probably deserving and should have gotten more support much earlier (before the ballot got log-jammed). He would probably be my 11th guy. The one I really struggle with is Sosa. As someone who is okay with letting the PED guys in how is he not one of them? His five year stretch from 1998 to 2002 was basically Koufaxesque (from an offensive standpoint) while not quite Bondsian. But then you have Sheffield and Andruw Jones who were pretty comparable too in terms of WAR and when you consider the balance of their careers vs. just an uber-dominant peak.
